CONTINUUM OF CARE SUPPLEMENTAL TO ADDRESS UNSHELTERED AND RURAL HOMELESSNESS (SPECIAL NOFO)
The U.S Department of Housing and Urban Development (HUD) released the 2022 Notice of Funding Availability (NOFO) for the Continuum of Care (CoC) Program Supplemental Funding Opportunity to Address Unsheltered and Rural Homelessness on June 22, 2022. The FY2022 NOFO is available at CoC Supplemental Funding Opportunity to Address Unsheltered and Rural Homelessness – HUD Exchange. Cumberland County Community Development (CCCD), as the lead agency and Collaborative Applicant for the Fayetteville / Cumberland County Continuum of Care (FCCCoC) on Homelessness, is encouraging eligible agencies to apply for funding made available through the CoC Program NOFO. All local project applications must be submitted by the local deadline (September 19, 2022, 11:59 p.m. EST) in order for the project applications to be considered for funding by FCCCoC and submitted to HUD by the deadline date. New applicants interested in applying for funding must notify Devon Newton at dnewton@cumberlandcountync.gov by 5:00 p.m., September 12, 2022.
The purpose of this Special NOFO to Address Unsheltered and Rural Homelessness (Special NOFO) is to target efforts to reduce unsheltered homelessness, particularly in communities with very high levels of unsheltered homelessness and homelessness in rural areas. Through this Special NOFO, HUD will award funding to communities to implement coordinated approaches — grounded in Housing First and public health principles — to reduce the prevalence of unsheltered homelessness, and improve services engagement, health outcomes, and housing stability among highly vulnerable unsheltered individuals and families. HUD expects applicant communities to partner with health and housing agencies to leverage mainstream housing and healthcare resources.
HUD’s Continuum of Care (CoC) Program (24 CFR part 578) is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, Indian Tribes or tribally designated housing entities (as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103) (TDHEs), and local governments to quickly rehouse homeless individuals, families, persons fleeing domestic violence, dating violence, sexual assault, and stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness.
The CoC Program NOFO sets up the procedure by which a local CoC, through its designee, submits a single collaborative application to fund eligible projects that advance the local CoC’s goals. The consolidated application that will be submitted by CCCD for the FY2022 CoC Program Supplemental Grant Competition will include eligible new projects. FCCCoC is seeking proposals from local providers to develop projects that would provide housing and services for persons experiencing unsheltered homelessness.
Project applications must be submitted in HUD’s electronic grant application system e-snaps no later than September 19, 2022, 11:59:59 p.m., eastern time. CCCD will provide applicants access to e-snaps and technical assistance regarding use of the system.

The goal of the Youth Homelessness Demonstration Program (YHDP) is to support the development and implementation of a coordinated community approach to preventing and ending youth homelessness and sharing that experience with and mobilizing communities around the country toward the same end. The population to be served by the demonstration program is youth experiencing homelessness, including unaccompanied and pregnant or parenting youth.

2022-2023 Emergency Solutions Grant Competition Request for Applications (RFA)
Cumberland County Community Development (CCCD), on behalf of the Fayetteville / Cumberland County Continuum of Care (CoC) on Homelessness, is soliciting proposals through the Emergency Solutions Grant (ESG) Program funded through the North Carolina Department of Health of Human Services (NCDHHS). Each project applicant that is selected by the local CoC Grant Review Committee and approved by NCDHHS, will enter into a contract directly with the State. The selected project applicant(s) must demonstrate it has the capacity and performance record to provide services to persons who are homeless or at-risk of being homeless through the eligible activities listed. In addition, the selected project applicant(s) must also be fully operational and able to begin incurring costs by January 1, 2023.
All organizations must complete the same project application and apply through the local CoC by accessing the application from the CoC website and submitting the complete Project application and attachments via the Smartsheet link below. Please note the specific instructions within the application for some questions as it relates to how a new versus returning applicant should answer the question.
Applicants may select more than one activity on their application. Agency must ensure that the project budget sheet reflects each activity selected in the application.

CCCD serves as the Local Planning Area Lead Agency. Therefore, project applications must be RECEIVED electronically via the Smartsheet by 5 p.m., September 2, 2022, to be reviewed by the Grant Review Committee. Do not submit the Project applications to the State office.
